Daron Acemoglu from the MIT suggests starting with "free elections" and other kind of incentives and forget the dialectics between geography-weather, religion-culture or core-periphery.

I don't agree entirely with the reductionist "one size fits all" view of the author, nevertheless it's still an interesting article. The link's here for those interested in the subject.
